Neither have very good reputations as service providers, so this isn't going to be a marriage made in heaven, I'm afraid.
Tiscali basically ran out of money, so if they weren't getting acquired, they'd be going out of business.
Talk Talk have perhaps one of the worst 'customer service' (and I use the word in its loosest possible sense) operations I've ever experienced - none of their call centres are in the UK (unless of course you want to buy from them initially - after that, you're on your own!).
Give these people a wide berth guys! Vote with your wallet and go elsewhere!.
